### Pull Request Defaults

Open pull requests as **ready for review** (not draft) by default. Only use draft
PRs when the change is intentionally incomplete, blocked on external input, or
the user/task explicitly asks for a draft. If the PR tool creates a draft,
immediately mark it ready unless one of those exceptions applies.
