• Rate Limiting & Resilience: Implemented per-client rate limiting with API key tiers and IP limits, along with admin CRUD for rate limit management. Circuit breaker states are now exposed via HTTP endpoints.
• Telemetry & Usage Tracking: Introduced a core request telemetry tracker, API endpoints, and configuration, alongside token counts, cost estimation, usage history API, and retention sweeps.
• Translation Layer: Developed a provider format translation layer to preserve tool content across different adapters (e.g., OpenAI/Anthropic).
• Infrastructure & Quality: Updated the server port to 3773, implemented a SQLite migration system, and resolved numerous build, CI, security, and SonarQube quality issues across the codebase.

This release significantly expands the functionality and stability of the rook application.
