monero_c dropped them because the monero lib is now statically linking them but we still need them for other projects that uses cs_monero

monero_c v0.18.4.0-RC9 -> v0.18.4.6-RC2Lat has some breaking changes which is why some scripts need updating.
I think commits can be kept like this without squashing.
