Modernize webpack config with current standards - Add CSS minimiser - Remove clean plugin and use output clean option - Set clean option to not remove fengari-web.js

As this was to create a circle, whilst setting these values to a value based on the `$spacer` variable may allow it to scale, it is unlikely that the shape we require will remain.
