Closes CL-11533

Why

When a pull request is opened while a check is already running, the hub's first mail about it says only "wait for CI". The manager triaged a head only once it had a pull request mail, so it skipped that pass and the pull request showed no "Triage: Waiting for CI" label until CI finished.

What changed

  • When the newest mail a pass has for its head is the hub holding it for CI, the pass marks the head waiting, even when no pull request mail has been recorded yet. This works on both hosts: on GitHub it adds the Waiting for CI label, and on Bitbucket Data Center it sets an in-progress build status.

No docs changed: ARCHITECTURE.md already describes this behaviour ("a head held for CI is marked waiting when that mail is the newest for it").

Verified

  • bun --conditions=intx-src test packages/triage-manager: 47 pass. The two new tests, one per host, fail on main.
  • bun run check, bun run lint and the policy check against origin/main are clean.

…is in progress

A pass whose newest mail for its head is the hub holding it for CI marks the head waiting even before any pull request mail was recorded.
