Nested orchestrators keep task/spawn but must not index the fleet. DISCOVERY_VERBS and shouldMountSearchAgents enforce Tier-1-only mounting at the run.ts assembly point so leaves and nested directors never hold search_agents. CL-7051

Closing as duplicate of CL-7051 landing path: prefer #671 (tighter Tier-1 gate + real createSearchAgentsTool mount proof). Do not land both. |
