Summary

• revert test: skip agent e2e when LLM budget is exhausted #145
• remove the Jest results processor that converts LLM budget failures into pending tests
• allow provider budget exhaustion to fail Agent E2E and require manual remediation

Validation

• npm run lint (0 errors; existing warnings remain)
• git diff --check origin/main...HEAD
