chore: stop Dependabot adding major, minor or patch labels

Before: Dependabot applies a major/minor/patch label whenever the repository has one, on top of dependencies and the ecosystem.

After: only dependencies and github_actions.

How: labels: set explicitly in .github/dependabot.yml, which replaces Dependabot's defaults.
