chore: align README, workflow and Dependabot with the other repositories

Before: the README opened with a bare # commit-check.com heading and one badge, unlike the CLI, Action and MCP READMEs; the workflow was titled Deploy site and used moving @v7/@v5 tags.

After: the README opens with the shared banner, badges and project links and ends with the shared Community section; the workflow is Deploy, with actions pinned by commit SHA like everywhere else.

How:

• deploy.yml keeps its file name and job names, so nothing else changes. New README badge shows its status.
• Dependabot monthly, grouped, chore(deps) subjects; LICENSE holder written as in the other repositories.
