Summary

  • Return the GitHub App installation URL whether or not the user already has an installation.
  • Add an “Add an organization or account” link and installation guidance to the repository picker.
  • Keep the no-installation callout and automatic redirect limited to users with no installations.

Testing

  • Setup tests: 7 passed, including coverage for returning the URL when an installation exists.
  • API and web typechecks passed.
  • QA end-to-end browser smoke: pending; image builds were still running.

Always offer the GitHub App install link in the connect dialog

The repository step only returned installUrl when the user had no
installation, so anyone with a personal install could not add an
organization. Return it always and show an 'Add an organization or
account' link plus a hint under the account picker.
