Add user/search-proximity.rst in every language. It covers the ~N syntax, the field and boost forms, and how the distance is counted. Link it from the user index, the ~ row of the special character page and the fuzzy search page, which already called a number after a phrase a proximity search.

Summary
This adds a user page for proximity search (
"word1 word2"~N) to the 15.9 tree in all 7 languages (ja, en, de, es, fr, ko, zh-cn). It documents the behaviour added in codelibs/fess#3514, which passes the phrase slop tomatch_phrase.Changes
