This adds a point-in-time snapshot of Cozystack's General Technical Review to
projects/cozystack/tech-review/2026-09-19.md, for the Incubation due-diligence record tracked in #1916 and requested in cozystack/community#75.The GTR questionnaire was completed and merged in cozystack/cozystack#3572; this snapshot is the current finalized document, including the reference-bench measurements — baseline platform overhead, a load/scale characterisation with tested maxima, and an upgrade→downgrade→upgrade matrix. A few items remain openly marked as due-diligence work — a pristine 3-node HA rerun and a Talos-path measurement column, plus two security-pipeline publication items — and are flagged as such in the document rather than left implicit.
