Add native macOS arm64 CPU and GNU/Linux arm64 cross-compilation presets. Validate the target platform before loading dependencies and isolate compiled dependency caches by platform, toolchain, and build configuration.

• Generate ELF and Mach-O SDK export controls from one symbol manifest while retaining an independent ABI export check. Unchanged configuration preserves the export file timestamp and avoids relinking the SDK.
• Consolidate verified dependency downloads, cache publication, and Backend target wiring. Report why llama.cpp/Whisper falls back to source builds.
• Add macOS 15 native build/runtime CI and Linux arm64 SDK cross-compilation checks, and document sysroot and target execution limits.
• Serialize packed boolean parameters using their declared element type, fixing a libc++ proxy-reference crash; cover nonempty defaults, nested arrays, maps, and round trips.
• Make test fixtures portable across standard libraries and canonical temporary paths, and pass the selected macOS SDK and architecture flags to direct compiler probes.

Validation:

• Canonical local Linux arm64 gate: 466 passed, 5 optional asset-dependent skips; all 30 focused C++ and compiler-probe tests passed.
• Native macOS arm64 gate: 470 passed, 4 optional asset-dependent skips; real GGUF inference through the public Operator passed afterward.
• Focused script tests with a symlinked temporary root: 55 passed, 2 conditional skips. Checks also verified unchanged configure/build timestamps and neutral llama/Whisper cache behavior.
• PR CI and main push CI for merge commit 942a6f12ad8317e5b69c66086abade585f222e10 passed, including CMake 3.19, ASan/UBSan, native macOS, x86_64-to-arm64 minimal and Inferlet SDK builds, Backend real-model suites, and exact-SHA acceptance evidence.
