To make the otg pop-up visible to the every page in the application, a general portal is created. The target lives in the App.vue (web). Thus, the component is rendered and displayed on both Plain and Application layout.
a new portal is created and its target lives in accessDenied.vue; also, since the endpoint is now public, the accessToken is only included on the request if there is one in fact.

To make the otg pop-up visible to the error pages, a new portal is created. The target lives in each of the error pages.
