Adds the two official Telegram destinations to the
channelsarray inwebsite/site/src/pages/community.astro:TEL"Telegram channel" -> https://t.me/nostream (announcements, one-way)DEV"Development chat" -> https://t.me/nostream_dev (group for operators and contributors)Also adds a
Telegramlink (the channel) to the footer'sProjectcolumn. Both open in a new tab through the existingexternal()helper. Copy keeps channel and group distinct and makes no support response-time promises.Related Issue

How Has This Been Tested?
