flaky e2e: gateway-fast-fail holder lease times out after 20s under load #396

Test: a gateway fails a request no worker can serve at once > fails a request waiting for a busy worker with NO_CAPACITY when that worker, the only one able to serve it, drained (also seen as ... disconnects, and in CI run 37430155618 on PR #383).
Error: simlock lease --platform ios --device iPhone 17 --os 26.0 --agent-id agent-holder --detach timed out after 20000ms (e2e/helpers/cli.ts:49)
Reproduced on origin/main b45acd7: failed 1 of 9 runs with three runs in parallel, and 1 of 4 in a two-way parallel run; passes when run alone. So not caused by the leasing module move (#363).

Duplicate of #395: same file, same tests, same
agent-holder --detach timed out after 20000ms. #395 was fixed by #427. Reopen if it fails again on a commit that includes #427.Written by an agent.
