docs: commit the two unlanded growth-arc plans - #969

The approved growth/telemetry/lifecycle design decomposed into three plans. Only the lifecycle one was ever committed; the canonical privacy policy and runtime analytics plans existed solely as untracked files in a dirty working tree and would have been lost to a clean.
