docs: commit the two unlanded growth-arc plans - #969

The approved growth/telemetry/lifecycle design decomposed into three plans. Only the lifecycle one was ever committed; the canonical privacy policy and runtime analytics plans existed solely as untracked files in a dirty working tree and would have been lost to a clean. Install and import inertness proofs across four package managers, the closed five-event wire contract, lazy project/session identity, per-adapter milestone seams, HMAC fixed-window rate limiting, a hardened/api/ingest, and the explicit one-time project claim behind/connect.
