perf(ir): make measured startup the same in every run and re-record every budget (LAB-12297) - #699
The instruction-budget gate (make perf-ir) subtracts two runs of each path so that interpreter startup cancels. Startup did not cost the same in every run, so it did not cancel. Three sources made it vary, and this PR takes each out of the measured process. Every path then repeats within 3,500 instructions at one heap layout, so the three cheapest paths no longer need 300,000 calls and the orjson round trip loses its 2% exception. Every budget is re-recorded on one reference machine under the new setup.
The three sources
pyarrow's jemalloc background thread. Every measured process imports pandas, which loads pyarrow. pyarrow's bundled jemalloc is compiled with background_thread:true, so a jemalloc_bg_thd thread starts at import. How it is scheduled against the main thread puts a run in one of two startup states. measure() now sets JE_ARROW_MALLOC_CONF=background_thread:false,dirty_decay_ms:-1,muzzy_decay_ms:-1. The decay settings stop jemalloc from purging on a real-time deadline on the allocating thread instead.
mimalloc's delayed purge. pyarrow 26's default pool is mimalloc, not jemalloc (pa.default_memory_pool().backend_name). mimalloc purges freed memory after a real-time delay, which the freeing thread checks with clock_gettime: 10 reads per real-data round trip on the main thread (_mi_arenas_collect, _mi_arenas_free). MIMALLOC_PURGE_DELAY=-1 stops it purging. With it, the main thread makes the same number of clock reads at both loop sizes, all of them at startup.
numpy's OS-entropy seed. Importing pandas imports numpy.random, which seeds its global generator from secrets.randbits(128). The bits drawn change the cost of the seeding arithmetic and the sizes of what it allocates, and the heap layout everything after it runs in. On CPython 3.14, 16 runs of serializer_default spread over 56,874 instructions; with ir_workload.pin_os_entropy(), which replaces Python's os.urandom with a seeded stream before pandas is imported, they spread over 557. A unit test checks that numpy's global generator starts in the same state in two pinned processes and in different states in two unpinned ones. It skips where numpy is not installed, as on the free-threaded lanes.
Evidence
16 callgrind runs per path and loop size at layout 0, main's measured process and environment against this PR's, interleaved in one batch per interpreter so both saw the same load. The figure is the largest spread (max minus min main-thread instructions) at either loop size:

The cheap paths are compared at 1,000 and 3,000 calls on both sides. Fifteen paths now repeat within 3,500 instructions. Four do not, and the docs say so:
The three Arrow round trips run part of each call on pyarrow's thread pool. The main thread's count then varies with how that work interleaves with its own allocations, in proportion to the number of calls, with or without these settings. That is at most 0.1% of one layout's figure for serializer_arrow and 0.25% for the two real-data paths.
file_set's startup still varies by up to 126,000 instructions, from a source this PR did not identify. That is at most 0.15% of one layout's figure.
Loop sizes. Over 1,000 and 3,000 calls, l1_hit, minimal_l1_hit and byte_storage_store_40b held their gate figures within 1 instruction per call in 6 full gate runs per interpreter. They agree with the 1,000/300,000-call figures within 3.2 instructions per call, so they go back to the default loop sizes.
orjson. Over 20 full gate runs, serializer_orjson read 22,025 every time on 3.12, and 22,594 to 22,595 on 3.14. Eight copies of ir_workload.py that differ only in a comment's length gave it the same figure. It is now gated at 1% like every other path.
Re-record. Every budget is re-recorded on CPython 3.12.12 and 3.14.3 from this branch. The re-record also clears budgets left stale by earlier changes that were never ratcheted down: serializer_default_records −29%, serializer_default −17%, serializer_encrypted −10%, secure_l1_hit −7%, l2_hit and l2_hit_async_metrics −6%, l1_hit_backed −4%. Paths no earlier change touched moved by under 1%.
Docs
docs/performance.md "Instruction Budgets": the threshold line, Method (loop sizes, the three sources and their settings, the four paths that keep noise), the Budgets table, the reference machine's build, and Limits. The Makefile, CONTRIBUTING.md and tests/performance/README.md drop "orjson 2%". The CI comment footnote (ir_report.py) drops its orjson exception. The gate's docstring, comments and the JSON's method string match the loop sizes and environment it runs.

Non-base gate run at head a3d9b15 on the reference machine, both interpreters: PASS, all 19 paths ok (no FAIL, WARN or LOWER), every figure within 0.08% of its new budget
Non-slow unit suite on 3.14.3: 6,860 passed; the 21 failures and errors are the Redis-backed cases, which need a redis-server this machine does not run
The Instruction budget check compares this PR against its base, and every path's measured process changed. At 112ee71 it passed, with six paths at WARN (+0.20% to +0.40%) because of that change.

Summary by CodeRabbit
Performance
Standardised instruction-count regression limits to 1% across all measured paths.
Updated performance budgets and measurement guidance, including controls to reduce variability and refreshed reference-machine details.
Removed the separate tolerance for serializer round trips.
Walkthrough
The performance measurement setup now controls allocator activity and OS entropy. The instruction budgets are updated, and the perf-ir gate applies a shared 1% regression threshold to all paths.

Issue identified during code review:
Missing dependency skip in test_pinned_os_entropy_starts_numpy_in_the_same_state_in_every_run: the subprocess probe runs `import numpy.random` with `check=True`, but numpy is only in the `dev` dependency group and the test has no `pytest.importorskip("numpy")`. In the free-threaded CI lane, which installs only the `test` group (`uv sync --no-default-groups --group test`, ci.yml:339) and runs `pytest tests/unit/` (ci.yml:359), the child process raises ModuleNotFoundError, `subprocess.run(..., check=True)` raises CalledProcessError, and the test fails. Fix: call `pytest.importorskip("numpy")` at the top of the test, as the sibling tests in this file do for pandas.
