feat: split plugin into focused map skills

Summary

• split the Skill-only plugin into general maps, travel planning, and local SEO entrypoints
• add shared first-run setup, diagnostics, and attribution guidance without creating a competing setup Skill
• add a non-billable doctor CLI plus opt-in billable live checks for Geocoding, Places (New), and Routes
• replace the stale single-Skill archive check with validation for all three packaged Skills
• update English and Traditional Chinese README runtime/install documentation

Verification

Source-level plugin review found no material routing conflict: each Skill has a distinct user outcome and explicit exclusions, while _shared remains non-routable. NVIDIA semantic scanning was not run because the required skillevaluator Python runtime is not installed; no external dependency was installed for this review.
