Add 121 offline test cases for Annotator's coordinate vocabulary, UTR/intron boundaries, strand fallback and prefixing, explicit priority-file selection, identifier conversion, real BED exports, transcript geometry, and CLI round trips. Complete the tested APIs' input/output docstrings and install BEDTools in the existing PR workflow targeting
master.Validation: focused 114 initial cases plus 7 follow-up cases passed; complete
unit_testssuite 133 passed. Runtime coverage executes 66/71 public functions (93%); implementation statement coverage is 90.01%, excluding legacy test modules. Executable ASTs are unchanged after removing docstrings, and the diff contains only dedicated Python unit tests, docstrings, and the necessary CI installation step. The legacy
annotator/testsuite cannot collect without its uncommitted GTF databases. Separate untouched-master reproductions found existing defects tracked in #11 (complete intron export), #12 (leading transcript gap), and #13 (combined mature-ID mapping); this PR does not change implementation. The read-only Devboard coverage record remains 17% and has not been refreshed by this pass.
