release-drafter v7 takes the token via the `token:` action input; the `env.GITHUB_TOKEN` variable is no longer the documented way to pass a custom token, so migrate to keep using `IMPLEMENTATION_GITHUB_TOKEN`. Signed-off-by: Ed Morley <emorley@salesforce.com>
