ci: run development build once per pull request

Summary

Every push to a branch with an open pull request started the Development branches workflow twice — once for push, once for pull_request — running the identical Maven build.

Changes

• Restrict the push trigger to develop. Pull requests are still built via pull_request, and develop is still built after each merge.
• Drop the github.event_name == 'push' condition from the Codecov upload step so coverage is still reported for pull requests (previously it came from the branch push run). Dependabot stays excluded because its runs cannot read CODECOV_TOKEN.

Notes

• The job name Build and run tests is unchanged, so a required status check bound to the pull_request run keeps working.
• Branches without an open pull request are no longer built automatically.
