Align native CI with the workflow generated by swift-node init, using a cached local Windows Swift setup and pinned Swift 6.3.3 on Linux and macOS.
Have init emit the Windows action when Windows prebuilds are selected, and ship and document a companion action for users copying the prebuild template.
Select the ARM64 Swift installer for Windows ARM64 runners, invalidate stale SDK caches, add regression coverage, and release both packages as 0.3.1.
