docs(readme): fix broken star history chart - #269

The current star history chart no longer renders because of restrictions on the upstream stargazer data source. Point both the chart and its link to the new star-history.dera.page domain so the chart works again. - Update README.md and README.zh-tw.md chart and link to star-history.dera.page Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>

The star history chart in the README is currently broken and no longer renders because the upstream data source is restricted by GitHub stargazer API limits.
This change moves the chart and its link to the new star-history.dera.page domain so it works again. The chart and link in both README.md and README.zh-tw.md are updated.
