Add back-translated print page numbers to the eBraille page list - #2

eBraille 1.0 section 8.3.2 requires each page list entry to include the print page number equivalent in a title attribute. Page numbers are now back-translated with liblouis (UEB grade 1) and written as the title of each page list link in index.html. liblouis v3.39.0 is vendored as the vendor/liblouis workspace package (official ctypes bindings, win64 DLL and the UEB grade 1 tables), as its Python bindings are not published to PyPI. The GUI Nuitka build includes the DLL and tables, and CI ships the liblouis LGPL license with the build.
