Bumps the Oxia image from 0.16.7 to 0.16.10.

All three intermediate releases are patch releases on the 0.16 line. Each states "No data migration, configuration, public API, or metrics changes", so this is an image tag bump only.

Verification

  • oxia/oxia:0.16.10 is published on Docker Hub for both linux/amd64 and linux/arm64.
  • helm lint passes.
  • helm template renders cleanly for .ci/templates-all-values.yaml (base and +patch1), .ci/clusters/values-oxia.yaml, and .ci/clusters/values-pulsar-v5-functions.yaml, all resolving to oxia/oxia:0.16.10.
  • CI covers this via the Oxia + FileSystemPackagesStorage and Pulsar v5 with Oxia and Pulsar Functions scenarios on k8s 1.25.16 and 1.36.1.

Bumps the Oxia image from 0.16.7 to 0.16.10. All three releases are
patch releases on the 0.16 line with no data migration, configuration,
public API, or metrics changes.

- 0.16.8: secondary-index gets are bounded to the requested index, so a
  directional lookup no longer crosses into a neighboring index region
  and returns a primary key belonging to a different secondary index
  (oxia-db/oxia#1256).
- 0.16.9: shard controllers no longer persist unchanged status on
  periodic ticks, which removed O(S^2) metadata-write volume that could
  saturate ConfigMap-backed coordinator metadata (oxia-db/oxia#1286).
- 0.16.10: allow empty namespace assignments (oxia-db/oxia#1289).
