What changes were proposed in this pull request?
HddsWhiteboxTestUtilsis inhdds-server-scm, but it is a general test util, does not have any SCM-specific code. This PR moves it tohdds-test-utilsto get rid ofozone-manager -> hdds-server-scmdependency.https://issues.apache.org/jira/browse/HDDS-17508
