feat(redmine): add Redmine plugin and dashboard - #9265

Conversation
Collect Redmine projects, issues, journals, and time entries into the ticket domain, with MySQL and PostgreSQL Grafana dashboards. PyDevLake needs ticket domain models and project timeAfter so the plugin can map issues and honor the sync policy. The remote runner forwards that timeAfter into the Python task, and a full sync clears incremental mode so the created_on filter is applied. Summary
Ad Redmine python plugin and dashboard to be able to collect Redmine projects, issues, journals, and time entries into the ticket domain, with MySQL and PostgreSQL Grafana dashboards.
Additionally it adds improvements over pydevlake since it needs the ticket domain models and project timeAfter so the plugin can map issues and honor the sync policy.
