feat(config-ui): add Kiro connection support

Depends on #9075. This PR is ready for review, but do not merge it until that PR merges.

The current GitHub diff temporarily includes the unmerged collection/API layer. After the dependency merges, GitHub will automatically reduce this PR to its own 5-file, 439-line layer.

Summary

• register Kiro as a Config UI data connection while keeping q_dev available during migration
• expose region, report/log bucket and prefix, AWS credential, and optional Identity Center fields
• use the default remote-scope picker backed by Kiro S3 discovery
• add the 13-step Kiro full-flow Playwright specification without removing the existing q_dev flow yet

Validation

• Config UI production build
• Playwright discovery: 13 tests in kiro-full-flow.spec.ts
• both Kiro and q_dev connector registrations present in this intermediate layer
