Summary
Document the release process from the tracking issue and source freeze through candidate verification, ATR's two voting rounds, source/crate publication, and announcement. Pin the issue's runbook link to the adopted commit and keep verification and troubleshooting in focused references so another release manager can take over.

cargo x lint, skill validation, shell/link checks, and an independent release/recovery walkthrough pass. Workflow validation includes actionlint, the 0.7.3 semver check against crates.io 0.7.2, Linux archive reproduction, and temporary-key signing/error-path checks. Production signing and ATR upload await an actual RC run.
