Prepare Vulkan 3.3.0 so consumers can pin the new ergonomic descriptor, presentation, format-query, diagnostic, pipeline-cache and interoperability helpers. Move their changelog entries into the release section and update the module version.
Validation: compatibility tests (2), diagnostic tests (3), README source check and git diff checks pass. The merged helper implementation passed upstream CI; this PR runs the release checks for the final metadata.
