chore(internal): bundle the mock server spec and update dev tooling
f9b0cf2 
- scripts/mock starts the mock server from a bundled spec instead of the URL in .stats.yml
- breaking-change detection compares against a breaking-change-baseline tag when one exists
- add hypothesis to the dev dependencies and refresh the lockfiles
