Part of today's org-wide dependency pass. Full-resolution upgrade via uv sync --upgrade --all-extras --all-groups: x402 2.15.0 -> 2.16.0 (within the declared range; the 402/settle suites all pass), ty 0.0.62, certifi + transitives. No manifest range changes; no pinned deps moved. 1841 tests green at 95.36% coverage (Tier A bar), ruff and ty clean.
