Summary

Closes the gap where ENABLE_DOGFOOD_SECOND_TOOL=true registers partner.notes.count but the CI constant test loop invocation doesn't pass --other-tool, so the out-of-scope denial check silently skips on every CI run instead of proving permit scoping.

Wedge alignment: This is a reliability fix in the existing one-tool loop — it hardens the CI smoke test to prove permit scoping on every run rather than only when a deployment happens to register a companion tool the auto-select finds.

Problem

The CI workflow registers the second dogfood tool:

ENABLE_DOGFOOD_SECOND_TOOL: "true"

But the invocation doesn't wire it through:

python scripts/constant_test_loop.py # silently skips denial check

The constant test loop has the logic (added in #326) to use --other-tool for out-of-scope denial, but CI doesn't pass it, so the check never runs and CI never proves permit scoping.

Solution

Pass --other-tool partner.notes.count to the CI invocation:

python scripts/constant_test_loop.py --other-tool partner.notes.count

Now the CI constant test loop exercises the complete invariant set on every run:

  1. Permit → scoped to partner.notes.write only
  2. Invoke → call the permitted tool → signed receipt
  3. Meter → verify ledger debit matches receipt charge
  4. Replay → same idempotency key → same receipt, no second debit
  5. Deny → out-of-scope partner.notes.count → permit_tool_not_allowed, 0 credits charged

Changes

  • .github/workflows/ci.yml: Add --other-tool partner.notes.count to local constant test invocation
  • tests/test_ci_second_tool_denial.py: 4 tests verifying:
    • CI registers second tool and wires it to the denial check
    • Script accepts --other-tool flag
    • Second tool ID is distinct from first tool ID
    • CI workflow YAML is valid

Type of Change

  • fix (reliability fix in existing loop, no new capability)
  • test

Validation

  • All 4 new tests pass locally (pytest tests/test_ci_second_tool_denial.py -v)
  • No schema changes, no API changes, no configuration changes
  • No new dependencies
  • No secrets in logs (only tool names, which are public in discovery)
  • YAML is valid (tested)
  • CI will prove the denial check now runs (this PR enables it)

Test Results

tests/test_ci_second_tool_denial.py::test_ci_registers_second_tool_and_passes_it_to_constant_test PASSED
tests/test_ci_second_tool_denial.py::test_constant_test_loop_accepts_other_tool_flag PASSED
tests/test_ci_second_tool_denial.py::test_second_tool_is_distinct_from_first PASSED
tests/test_ci_second_tool_denial.py::test_ci_workflow_syntax_is_valid PASSED

All 4 new tests pass.

What CI Will Now Prove

After merge, the CI constant test loop will exercise and assert:

  1. ✅ Scoped permit creation
  2. ✅ Governed invoke → signed success receipt
  3. ✅ Ledger debit matches receipt charge
  4. ✅ Replay → same receipt, no second debit
  5. ✅ Out-of-scope denial → permit_tool_not_allowed, zero charge (currently skipped)

The fifth invariant is the gap this PR closes.

Risk

  • low

Rationale: This is a one-line CI workflow change that passes an existing, tested argument to an existing script. The script already has the logic (added in #326), and the second tool is already registered (ENABLE_DOGFOOD_SECOND_TOOL=true). This just wires them together.

Rollback: Removing --other-tool from the CI invocation returns to the current behavior (denial check silently skips).

Deployment: No application changes, no migrations, no configuration updates. This only affects CI test coverage.

Security Analysis

No new security surface. This change only affects CI test coverage — it makes the CI constant test loop exercise an existing denial path that was previously skipped.

The denial logic being exercised is already production code (app/routers/mcp.py), already tested (tests/test_mcp_trust.py), and already covered by the adversarial five-claims pass (tests/test_adversarial_five_claims.py).

Verification

To verify this closes the gap:

  1. Check the CI run for this PR
  2. Look for [constant-test] attempting out-of-scope tool in the local constant test job logs
  3. Verify it reports [constant-test] denial OK: permit_tool_not_allowed, 0 credits charged
  4. Before this PR, that line never appeared (the check silently skipped)

…denial

Problem: ENABLE_DOGFOOD_SECOND_TOOL=true registers partner.notes.count, but
the CI constant_test_loop.py invocation doesn't pass --other-tool, so the
out-of-scope denial check silently skips rather than proving permit scoping.

Solution: Pass --other-tool partner.notes.count to the CI invocation. The
constant test loop already has the logic (added in #326) — this wires it.

Changes:
- .github/workflows/ci.yml: add --other-tool partner.notes.count to local test
- tests/test_ci_second_tool_denial.py: 4 tests verifying CI wiring + tool IDs

Wedge alignment: This is a reliability fix in the existing one-tool loop —
it hardens the CI smoke test to prove permit scoping on every run rather than
only when a deployment happens to register a companion tool the auto-select
finds. No new capability, no customer blocker, no schema change.

Tests:
- test_ci_registers_second_tool_and_passes_it_to_constant_test: CI must wire
  the registered second tool to the denial check
- test_constant_test_loop_accepts_other_tool_flag: script accepts --other-tool
- test_second_tool_is_distinct_from_first: partner.notes.count != .write
- test_ci_workflow_syntax_is_valid: YAML is valid
All 4 new tests pass.

Merge Risk: 🟡 Moderate · up to 94808

The PR wires CI to exercise an existing out-of-scope denial check, but its added tests do not execute the denial behavior or verify that the workflow argument is forwarded, so the intended CI protection could remain unwired while tests pass. Merge should wait for executable coverage or explicit owner acceptance.
