feat: read repo and root from a TOML config file - #16

Repo and root can be set in $XDG_CONFIG_HOME/agentsync/config.toml (default ~/.config/agentsync/config.toml). Precedence is flag, then env var, then the file. A file that cannot be read, does not parse, has an unknown key or an empty value refuses with exit 2 naming the file. Runs report where Repo and Root came from. Adds github.com/BurntSushi/toml, the first dependency.
