When the submodule cache restore fails, ci_fetch_deps.py fetches the submodules itself. Boards with frozen modules then failed to build, because the frozen manifest build needs lib/micropython-lib and it was not fetched.

ci_fetch_deps.pynow also fetcheslib/micropython-libfor boards with frozen modules. Without it, these boards fail to build when the submodule cache restore fails (happened e.g. with circuitart_zero_s3 in #11621).
