`07d8e4113763a3f7246aed293bff4d98b21f402b` on 2026-08-22 after all 18
checks passed, including both supported-Go test and API matrices, four platform
jobs, PostgreSQL and Redis contracts, lint, governance, fuzz, mutation,
dependency review, PR-title validation, Actions analysis, and CodeQL. The
canonical manifest records 19 unique workflow identities: the exact 18
app-bound pull-request checks plus the release-only preflight, with explicit
workflow job names, PR/release classification, and an owner for every row.
Strict `master` protection exactly matches those 18 pull-request identities;
the existing 17 checks were preserved and the already-running `mutation`
GitHub Actions context was added. Local and hermetic verification covers job
renames, canonical workflow paths, duplicate identities, missing or stale
branch checks, wrong App bindings, non-strict protection, malformed responses,
authenticated provider outages, invalid repository input, and provider-payload
redaction. Release evidence now retains both manifest verification and the
blocking mutation result. Local `make finalize`, the 75% mutation gate, the
actions audit, documentation/contracts, and the authenticated governance audit
passed before review. Archived implementation commit `9434a56` was revalidated
and adapted to the current 18-check matrix, release-evidence contract, exact
GitHub App bindings, and fail-closed provider/input boundaries.
