Local investigation of Open-Shell#2109 following the report on upstream Open-Shell#2554.
The merged timer cancellation handles only already pending hover timers. Both WM_MOUSEMOVE and WM_NCMOUSEMOVE can re-arm the timer, while WindowsMenuOpened() only tests the Windows Start menu and does not establish Win+X visibility.
This draft adds a per-taskbar suppression flag when Win+X is invoked and clears it after the pointer leaves the Start area. Both hover timer arming paths honor the flag.
Not ready for upstream. Windows 11 runtime reproduction and regression verification have not been completed. This draft is for reviewing the bounded diff and running available CI, not for merging.
