feat(doctor): --online says whether npm has a newer drive - #305

cli-core 0.507.0's shared appDoctorCommand checks npm for a newer version under `--online` only when it is given the package name; drive passed none, so `drive doctor --online` said nothing about updates. drive now passes `@wirecat/drive-cli`, the name `upgrade` already used (moved to src/identity.ts so both share it). cli-base 0.68.0 → 0.68.1, as the coordinator asked. `doctor --online` asks npm, so the test matrix names why no offline test runs it. Nothing new: #303 already bumped to cli-core 0.507.0 and cli-base 0.68.0 and took cli-base's credential fallback. This PR only adds the version check to
doctor --onlineand moves cli-base to 0.68.1.Checks
