Updates Trunk City 2000 from 0.2.1 to 0.3.0 (release). The tier stays official.

• Full colour again. The faded city is now an option, off by default.
• Service colours. Each service has a colour, and its radios show it: a ring on the ground under each radio's vehicle, a sparkle trail while it talks, marching dots along its route to an incident, and a stripe on its name bubble.
• Dispatch buildings. When a dispatcher talks, its building gets turning rays and rising rings.
• Seen through buildings. A talking radio behind a building shows through it.
• Less background traffic.

Drawing changes only. Access is still listen, and screenshots are from the built-in demo. ./check interfaces/trunk-city-2000.json passes locally.
