Adds Trunk City 2000 0.1.0 (release).

What it is: a pixel-art city for each system, built from its talkgroup file. Each call on a talkgroup sends someone out from that talkgroup's building: fire trucks, ambulances, buses, trains, road crews. Now and then a flying saucer abducts a cow. It needs only to know that a talkgroup is on the air, so encrypted talkgroups count. Talkgroups are sorted by their RadioReference Tag, Category, Alpha Tag and Description. The rules come from a survey of 40,415 talkgroups on 48 systems, and the test cases are in the repo.

For review:

• Access: asks for listen. It sends only listen commands, for live audio.
• Storage: settings are kept in the browser's localStorage, not in the recorder.
• Nothing loaded from elsewhere: no CDN, fonts or analytics. All art is drawn in code.
• Screenshots: taken from the built-in ?demo, with made-up systems and talkgroups, so nothing real appears.
• Phone width: works, with the four-city view stacked in one column.
• ./check interfaces/trunk-city-2000.json passes locally.
• Tier: official: it is maintained in the TrunkRecorder organization.
