Updates Trunk-tris to 0.3.0 (release).

What's new: a Pieces setting, with a new choice, As the radio sends them. There's no bag of seven and nothing is evened out. The first grant, affiliation or registration after a piece appears makes the next one, whatever its kind. Every message after that is let go until the piece appears, so there's no queue or backlog. A system that's mostly grants plays mostly T, O and I. Fair (the bag of seven) is still the default.

For review:

• Access: still listen. It sends the same commands as 0.2.0.
• Nothing loaded from elsewhere: the setting is kept in the browser's localStorage, like the others.
• Screenshots: unchanged; the same four files under 0.3.0 names.
• ./check interfaces/trunk-tris.json passes locally. The entry was written by ./add-release.
• Tier: stays official.
