Adds optional report-read authentication and a fixed CEO diagnostic helper. Preserves admin fallback and admin-only writes, adds fail-closed credential-collision handling, updates SOT, CHANGELOG, and operator documentation, and bumps the package to 1.30.0. Validation completed: npm test 192/192, focused auth/helper/release tests 29/29, npm run typecheck, Wrangler upload dry-run, and git diff --check. No D1 migration, secret provisioning, production deployment, production request, or traffic promotion is included.
