Prepare ControllerOS 0.1 experimental community preview

Summary

• Package a versioned, self-contained Windows x64 ZIP from the existing CI workflow, with examples, licenses/notices, build identity, and SHA-256 manifests.
• Publish release-facing first-use and troubleshooting instructions, experimental release notes, and concise compatibility, bug, and feature issue forms.
• Align the CLI version with v0.1.0-alpha.1 and add controlleros version --json for source identity checks.
• Set the repository description and relevant topics; repository permissions and branch protection were left unchanged.

Validation

• Parsed the workflow and issue-form YAML and both sample profile JSON files.
• git diff --check passed.
• Full Release build, tests, format verification, sample profile checks, and package generation are delegated to this PR's clean GitHub Actions run because no .NET SDK is installed on the local machine or VM 101.
• After merge, the exact main package will be checked on VM 101 without installing an SDK.

Evidence limits

• Physical controller behavior remains community-test-needed.
• The WPF desktop has not been interactively tested and is not included in the ZIP.
• No tag or GitHub Release is created by this PR.
