guidance: explicitly state whether it waives the primary-oracle requirement for
closing a bug class; if it does not, state that a focused test alone cannot
close the bug class. Keep this consistent across the focused-test and closeout
guidance.

Align the bug-class requirement with the focused-test exception.
The focused-test exception says not to claim that the bug class is closed, but this paragraph requires every bug-fix PR to show how it “closed the declared bug class.” Contributors cannot satisfy both requirements. Require them to state what scope the evidence closes and what remains open.

🎯 Changes
Current guidance lets contributors treat oracle coverage as optional. This PR requires applicable oracle coverage for production changes that affect observable behavior.
Contract ownership in the oracle coverage map now determines applicability. A missing history, path, or observation is a gap in the primary owner.
For a bug fix, contributors must first add a focused regression. They must then extend the primary oracle and show the RED/GREEN result.
Each bug-fix PR must also show how it evaluated and closed the declared bug class. The evidence must identify:
A passing reproduction for one trace does not satisfy this requirement.
Bug-fix PRs cannot use the focused-test-only exception. They must resolve known in-scope gaps before merge.
Focused unit tests remain useful as supplemental coverage. They cannot replace an applicable oracle. Internal refactors need no new coverage when existing oracles exercise the unchanged contract.
For a change that is not a bug fix, a unit-only exception requires a specific explanation. The PR must identify the relevant coverage-map entry and explain why these options are not practical:
The same rule now appears in
AGENTS.md, the contributor guide, and the PR template. The bug-test example also distinguishes focused reproduction from broader oracle evidence.🔬 Oracle Coverage
This PR changes contributor policy and the PR template only. It does not change observable runtime behavior, so it needs no oracle evidence.
