Adds a root SECURITY.md so people who find vulnerabilities have a private reporting path through the existing Suffolk LIT Lab contact.

The policy covers supported versions, useful report details, protection of sensitive filing data, coordinated disclosure, and safe testing. Security fixes target main; response deadlines and bounties are not guaranteed.

Validation: whitespace check passed. The repository's Python and JavaScript pre-push test suites both passed. GitHub closed the connection during the initial test run, so the successful retry skipped those already completed suites.
