A real update: the lock file goes to the latest versions, PHPUnit goes from 11 to 12, and the minimum version of each tool is raised to the latest one, so that the projects that require php-dev-tools take them. PHP stays at 8.3 or more.

Raises the minimum versions of the tools and moves PHPUnit to 12.
