Draft: Bootstrap workflow fixes for multiple workflows and k8s

1. config setting to turn on bootstrap.
   1. bootstrap off by default. a 'thunderous herd' could surprise an operator on restart.
2. config setting for bootstrap look back period.
   1. we do not want very old workflows to resume in most cases.
3. bootstrap should repeat every 15 minutes for 1 hour due to multiple setup requirements for k8s. Initial 15 minute sleep. config settings for both.
4. single engine failure should not call shutdown logic.
