fix(ci): restore Scrum preview deployment

Summary

• restore deployment for main and stable tag pushes
• allow manual preview deployment while keeping other manual targets validation-only
• retain same-repository PR canary deployment and block fork PR/merge queue deployment

Verification

• ./build.ps1 -Target preview passed with stable OGP v1.1.0 (558 files)
• ./build.ps1 -Target production passed with stable OGP v1.1.0 (345 files)
• deployment event matrix passed
• gh actions-lock --no-narrow passed for all 7 workflows
