Fleet sync formatting uses floating-point
std::from_chars, which requires macOS 26 in the current Apple toolchain and prevents builds for the supported macOS deployment target.Parse the existing shortest-decimal token through the JSON parser already used by sync. Preserve the integer fast path and fallback value without raising the minimum macOS version.
